If you look at the faded, zoomed-in view of his face (between the color picture of the character and where it says 「ギャザラー」 in vertical purple font), you can see what looks like a dark strip of cloth running across his forehead. Plus, the alternating thin dark stripe/wide light stripe pattern on the "horns" are very reminiscent of pheasant feathers. ;) You sure those are horns on the Gatherer, and not a feathered headband?
